Kharkongor became the first independent to be elected as KHADC CEM after the United Democratic Alliance (UDA) executive committee led by Teinwell Dkhar of the UDP was defeated in the no-confidence motion.
Incidentally, Dkhar who was the sitting MDC for Shella, passed away on June 26 after a prolonged illness. Like Kharkongor, Dkhar was first elected to the district council in 2004.
