SHILLONG, May 24: The leader of the Opposition in Meghalaya, Dr.Mukul Sangma said that it is necessary to have an Independent Quality Monitoring Team (IQMT) to oversee the construction process from the start and so that there is wastage of time and money in the implementation of any project.
Dr.Mukul Sangma said that the collapse of the dome of the new Assembly building under construction in Mawdiangdiang has shocked everyone, and the reasons leading the incident must be sought because the building is constructed for the State and should stand forever, but with much dismay,the incident occurred as can be seen.
Dr.Mukul who is an MLA of the AITC said that the meeting of the High Powered Committee (HPC), from the very beginning had agreed to the proposal of the company quoting the least price, and apart from this also recommended that am Independent Quality Monitoring Team be formed so that the process can move forward smoothly and also so that no one can engage in any unrightful practice.
Furthermore, he said that may be in connection with the construction of the new Assembly building, the regulations of the CBC were not followed at all, because through this, the State Governments can ensure that there will be no form of unethical practice in a task.
He said that with regards to the collapse of the dome, an independent enquiry committee must be constituted and a detailed research must be conducted followed by findings on whether the collapse was due to the faulty design or in the construction of the building, because at present it cannot be concluded that this is the reason, and it is important to properly analyse the findings first before arriving at any conclusion.
