The Deputy Commissioner of East Khasi Hills, Smt. R. M. Kurbah, IAS, has issued a prohibitory order under Section 163 BNSS, effectively banning public processions and gatherings within Shillong city and its surrounding urban areas. The order, dated September 27, 2024, was prompted by reports of a planned Gau Dhwaj Sthapana Bharat Yatra on October 2, 2024, which the organizers intended to carry out without seeking prior permission.
The District Magistrate expressed concerns that such a rally could potentially disrupt public order in Shillong and the East Khasi Hills district. To prevent any disturbances, the order prohibits:
- The assembly of five or more people for any rally or procession within the city limits.
- The movement of such groups within the Shillong Urban Agglomeration area.
Violators of the order will face legal action under Section 223 BNS and other applicable laws. The order comes into immediate effect and will remain in force until further notice. However, it exempts religious processions that have obtained prior permission and commit to adhering to specified conditions.
This precautionary step has been taken to ensure peace and maintain law and order in the district.
