New Delhi: The All India Catholic Union has strongly opposed the proposed Foreign Contribution (Regulation) Amendment Bill, 2026, demanding its complete withdrawal from Parliament.
In a detailed statement , the AICU expressed serious concerns over provisions that could allow authorities to seize, manage, or dispose of assets of organisations registered under the FCRA, including churches, educational institutions, hospitals, and charitable trusts.
AICU National President Elias Vaz warned that such measures could undermine the autonomy and functioning of religious institutions, which have historically contributed to nation-building through work in education, healthcare, and social services.
The organisation also criticised what it termed as a pattern of restrictive regulatory actions and selective enforcement, alleging that a large number of Christian institutions have faced cancellations and operational challenges in recent years.
The AICU argued that the proposed amendments raise constitutional concerns, particularly in relation to Articles 25, 26, 29, and 30, which safeguard religious freedom and minority rights.
Rejecting any temporary suspension of the Bill, the union stated that such a move would amount to political expediency rather than a genuine resolution of concerns.
The AICU has placed several demands before the government, including the complete withdrawal of the Bill, a formal assurance protecting religious institutions, a review of past FCRA actions, and steps to address violence and hate speech against minorities.
The development adds to the growing debate over the proposed amendments, with stakeholders calling for a more balanced and consultative approach to regulation.
