US Congressman Riley Moore has criticised India’s proposed amendments to the Foreign Contribution (Regulation) Act (FCRA), describing them as a “clear attack against Christians” and warning that the legislation could become a major concern in India-US relations.
The proposed amendments seek to establish a government-appointed Designated Authority with powers to take over the management of foreign contributions and assets created from those funds if an organisation’s registration is cancelled, surrendered or not renewed.
The Bill also proposes stricter conditions for renewal, tighter rules on transferring foreign contributions and expanded disclosure requirements.
The Central Government has defended the proposed amendments, stating that they are intended to strengthen transparency, oversight and accountability in the use of foreign funds.
However, critics, including religious organisations and civil society groups, have expressed concern that the expanded powers could adversely affect churches, charities and other institutions receiving overseas contributions.
