A delegation of Synjuk Ki Rangbah Shnong on Thursday met Chief Minister Conrad K. Sangma and Deputy Chief Minister Prestone Tynsong to submit a memorandum regarding the Khasi Hills Autonomous District (Regulation and Administration of Land) Amendment Bill, 2026, and the related notification on the fixation of land ceiling.
The delegation stated that the KHADC passed the Amendment Bill during its June 2026 session, removing the provision that required the Executive Committee to consult the Dorbar Shnong, Dorbar Raid and Dorbar Hima before fixing a ceiling on settlement, allotment or setting apart of raid land.
They expressed concern that the amendment weakens the role of traditional institutions, which have long served as custodians of indigenous administration. The delegation also noted that a joint meeting of traditional institutions held on July 7, 2026, unanimously resolved to oppose the Bill.
According to the memorandum, the Bill goes against the spirit of the Principal Act and Khasi customary land tenure system, undermines democratic checks and balances, and was passed without consulting traditional institutions.
The delegation further objected to a KHADC notification issued on June 11, 2026, fixing a ceiling on raid land, alleging that it was implemented without following the consultation process mandated under Section 16 of the Principal Act.
Chief Minister Conrad K. Sangma reiterated the government’s commitment to protecting traditional institutions, customary governance, indigenous land rights and Meghalaya’s unique matrilineal heritage.
The delegation expressed appreciation for the positive discussion held with the government.
