Meghalaya Chief Minister Conrad K. Sangma on Wednesday tabled the 2025-26 budget, outlining a ₹1,970 crore fiscal deficit, which is 2.96% of the state’s GSDP.
The total estimated expenditure stands at ₹30,003 crore, with ₹20,556 crore allocated for revenue expenditure and ₹9,447 crore for capital expenditure.
Sangma highlighted that Meghalaya’s annual growth rate is 12.7%, with the projected GSDP for 2025-26 at ₹66,645 crore. He reiterated the government’s goal of making Meghalaya a $10 billion economy by 2028.
The budget introduces several sectoral allocations, including:
•₹5,421 crore for the Climate Budget (20% increase from 2024-25)
•₹6,219 crore for the Gender Budget (25% increase)
•₹3,329 crore for the Youth Budget (16.6% increase)
•₹3,654 crore for Education, with a focus on improving school infrastructure
•₹2,176 crore for Health, with ₹180 crore for Megha Health Insurance Scheme (MHIS)
•₹1,088 crore for Power, targeting improved supply and renewable energy initiatives
The Chief Minister also announced the CM Scholarship Scheme, providing ₹6,000 per year to 80,000 post-matric students. He acknowledged delays in the central post-matric scholarship but assured efforts to push for timely fund releases.
Additionally, he emphasised major investments in infrastructure, sports, tourism and entrepreneurship, aligning with the state’s Meghalaya Mission 10, which envisions making Meghalaya a developed state by 2032.
