Garo Hills Belongs to All Lawful Residents, Says Former MDC Sofior Rahman Amid GHADC Poll Debate

Shillong: Former MDC Sofior Rahman has weighed in on the debate surrounding the participation of non-tribals in the Garo Hills Autonomous District Council elections, asserting that Garo Hills belongs to all its lawful inhabitants.

The issue of non-tribal and non-Garo participation in GHADC elections has long remained a sensitive matter. Historically, voting in the council elections was not restricted strictly by Scheduled Tribe (ST) status, though various groups within Garo society have periodically demanded such limitations — either restricting voting rights to Garos alone or extending it to Garos and other tribal communities.

Recently, the GHADC introduced a new requirement stating that individuals seeking to contest the upcoming council elections must submit an ST certificate while filing their nomination papers.

Rahman, along with former MLA Esmatur Mominin, has opposed the new rule.

Speaking on the matter, Rahman pointed out that the council must operate within the constitutional framework outlined under the Sixth Schedule of the Constitution of India.

He stressed that democratic rights of citizens must be respected and that any restriction on political participation must be backed by a strong legal basis.

Rahman also cited key constitutional safeguards, including Articles 14, 15, 19 and 326, which guarantee equality, non-discrimination, freedom and universal adult franchise.

Highlighting the diverse nature of communities living in the region, he said the purpose of the Sixth Schedule is to protect tribal identity while functioning within India’s broader constitutional framework.

“The council must balance the provisions of the Sixth Schedule with the spirit of the Constitution to ensure justice, equality and mutual respect among all communities,” he stated.

Rahman further emphasised that Garo Hills has historically been home to different communities who have lived together with dignity and coexistence.

“Garo Hills belongs to all its lawful inhabitants who have lived here with dignity and mutual coexistence,” he added.
