A.L. Hek Raises Concerns Over Proposed FCRA Amendment Bill 2026

Shillong: BJP MLA A.L. Hek has raised serious concerns over the proposed Foreign Contribution (Regulation) Amendment Bill, 2026, urging a consultative review of the legislation.

Hek, who represents the 14-Pynthorumkhrah Constituency, said the proposed amendments could adversely affect the functioning of the non-profit sector, particularly in Meghalaya and the Northeast.

He highlighted the crucial role played by non-profit organisations and religious institutions in areas such as education, healthcare, rural development, and empowerment of marginalised communities, stating that these organisations have significantly complemented government efforts.

The MLA noted that such organisations operate with strict compliance mechanisms, including adherence to FCRA norms, auditing standards, and transparency requirements.

Expressing concern, Hek said the proposed amendments may impact the operational viability, autonomy, and effectiveness of these institutions.

He called for a comprehensive and consultative review involving stakeholders and stressed the need for clear guidelines, proportionate safeguards, and transparent procedures within the legislation.

Hek further emphasised that a balance must be maintained between accountability and the independence of credible non-profit organisations, adding that a facilitative regulatory framework is essential for the sector to continue contributing to nation-building.
