The Regional Council Demand Committee (RCDC) has submitted a memorandum to the Chief Executive Member of the Garo Hills Autonomous District Council (GHADC), seeking the establishment of a Regional Council under Paragraph 1(2) of the Sixth Schedule of the Constitution of India.
Representing the Hajong, Koch, Boro-Kachari, Rabha and Mann communities residing in the plain-belt areas, the committee requested an official meeting with the GHADC to discuss the proposal.
The RCDC clarified that it is not seeking a separate autonomous district or any territorial division, and assured the majority Garo community that the Nokma institution, Akhing land system, Garo customary laws and traditional governance structures would remain completely unaffected.
According to the committee, the GHADC would continue to remain the apex autonomous body of Garo Hills, with its constitutional status and authority fully intact.
The RCDC said the proposal is aimed at addressing the distinct administrative and customary governance needs of the plain-belt tribal communities, while citing Paragraph 1(2) of the Sixth Schedule as a constitutional provision designed to accommodate such regional variations.
The committee also referred to historical precedents and urged the GHADC Executive Committee to consider the proposal in the spirit of constitutional accommodation and tribal solidarity.
